LOCALIZATION OF GOVERNANCE IN TURKESTAN AND STATE REFORMS OF TUROR RYSKULOV

The article examines the political and organizational activities of T. Ryskulov in the Turkestan ASSR, in particular, the reorganization of the administrative system of Turkestan based on archival documents and sources. The level of participation of the local population in the work of the governing bodies of Turkestan, the reduction of the state apparatus and its approximation to local life, personnel issues and centralization problems are analyzed. The analysis of Ryskulov's reforms, which are one of the first models of local government in the history of Turkestan, allows not only to reveal the realities of that period, but also to draw important conclusions for the modern system of public administration.
